


FELTG’s flagship course UnCivil Servant empowers Federal supervisors and advisers to confidently handle the challenges that come with supervising in the Federal workplace. It shatters misconceptions about performance and misconduct-based actions and gives you simple step-by-step guidance for taking swift, appropriate, and legally defensible actions. This course fulfills the 5 CFR 412.202(b) mandatory training requirements for new supervisors.
The first day begins with a discussion of accountability and supervisory authority and highlights the differences between performance and misconduct issues before launching into discipline theory and practice. We’ll cover the disciplinary framework to apply from minor misconduct to removable offenses, and discuss how to select the appropriate penalty and ensure the employee with due process along the way.
After a discussion of disciplinary timelines, documents, procedures and Merit Systems Protection Board appeals, the class switches focus to dealing with unacceptable performance and performance-based removal procedures. It includes a discussion about setting clear performance expectations, clarifying vague performance standards, implementing a performance Demonstration Period, and the misunderstood “assistance” element required by law.
Note: Participants will receive a copy of UnCivil Servant: Holding Federal Employees Accountable for Performance and Conduct, 5th edition. In order to receive the book before the training, registration must be submitted no later than August 5, 2025.

CLE applications are the responsibility of each attendee; FELTG does not apply for the credits on behalf of attendees. If you are seeking CLE credit, you may use the materials provided by FELTG in submission to your state bar. You may also request a certificate of completion which will contain the number of training hours attended.
